Sometimes, when the short workout is very intense, with a high heart rate, it is possible to achieve a caloric expenditure and aerobic capacity that may be comparable to a longer workout. But the question is: how long? Ultimately, I wouldn't replace long and slow workouts with short and intense ones, but rather combine the two to enjoy the best of both worlds.
It's important to consider that short workouts require a warm-up, which leaves almost no time for the actual workout. In terms of cardiovascular endurance, short workouts will achieve less than long workouts. Additionally, an effective workout should include 10-20 sets, which cannot be done in very short workouts.
